My Trojan18s will only start if I have full throttle open and then the engine is full pelt constantly?

The engine will not start if I don't have throttle bar fully squeezed against handle and then I can only use machine with throttle open and cannot go to idling as it cuts out. Therefore I have to cut grass and do all return turns with engine fully throttled. Any ideas?
