Whats the difference between soft and hard fat?

Im 16, Male, 5ft10, 181 pounds. Im thin-ish but I have soft fat around my belly and hips.
My friend is 16, female, 5ft5, 164 pounds. Shes the same but has hard fat in the same area`s.
Whats the difference?
Are we fat?
