Warum nehmen D und die USA nicht an der Konferenz gegen Rassismus und Fremdenfeindlichkeit teil?

Dass es zum Eklat kommt war allen Staaten bewusst. Die Vertreter der deutschen Regierung hätten ja ebenfalls aus Protest den Saal verlassen können, wie die anderen EU-Staaten ebenso. Warum hat D erst gar nicht teilgenommen?
